Managing coastal resources is a tricky and challenging undertaking. The hidden costs so to speak can actually count the most if not handled well. Hence, potential constraints to the initiation of a coastal development program should be identified so that these can be considered in formulating the program strategies and work plan.
The success and long-term sustainability of coastal management programs, moreover, depend on clear national and local policies; effective institutional arrangements and strong local government commitment; allocation of adequate resources; and enhanced public awareness, local participation, and local capacity building.
A manager should, thus, be capable of balancing the conservation and development of coastal resources. She/he should be able to effectively coordinate and integrate a wide range of actions to facilitate a logical and synergistic strengthening of the coastal resources management program.
